Formalisation of appointment of Chair

Minutes:

 

The group Heard from the Area governance officer regarding the appointment of a chain and vice Chair and accordingly a vote was taken Cllr Horn accepted nomination as Chair of the Group and was so appointed, with  Chief Inspector Pettigrew becoming Vice Chair

Minutes of the previous Meeting held on 12 June 2012

Minutes:

 

The Minutes of the previous meeting held on 12 June  2012 were approved as a true and correct record. Subject to the insertion  of  Andrew Hemmings apologies for last meeting

Meeting dates for remainder of the year

Group to agree meeting dates for the remainder of the year - proposed for Jan/April/June to tie in and link with  ACPG meetings. 

 

Minutes:

 

The Area Governance officer outlined the council suggestion that meetings of the groups be scheduled so as to provide timeous feedback to the Area Community Planning group and this was agreed.  The Area Governance officer was asked to circulate dates for the meetings  until May 2013

The Area Community Planning group was acknowledged as a strategic partner and it was agreed that exception reports could be provided and that the forum would consider any request  from the Community planning group to look at particular issues pertinent to community safety.

Minutes:

 

1)       To ascertain the number of Argyll and Bute council owned mobile CCTV cameras in operation

The Area Governance officer reported that there are now approx 6 mobile cameras, however, some are currently undergoing upgrade, and the areas should continue to consider deployment of such limited resources carefully 

 

Eva McDonald M.B.E. queried why there had been such a long delay in the redeployment of one of the fixed public space cameras in Campbeltown town centre, and was advised that this was due to difficulties in routing power to the camera now that its original location was no longer available.   Ch. Inspector Pettigrew noted that the Campbeltown CCTV system had its cameras particularly well placed and that a, lot of thought had clearly gone into the placement.

 

2)       Eva McDonald was formally welcomed as representing the Kintyre crime prevention panel

The work of the Panel was recognised and a discussion about opportunities for joint working took place

 

3)       LOGO

Robert Westerman  was congratulated on the design of the Logo and the Forum was pleased  to hear that the importance of this had been recognised in the other community safety groups in the Area who have decided to create their own logos

 

4)       Safe Kids Event,

It was noted that with the success of the bid for Tessa funding the need for an event specifically aimed at Children had been at least partly superseded and it was recognised that there remained a need for an event aimed at older vulnerable people it was also noted that  Partners have participated promoting community safety during the recent Carers week and at various events such as Islay Show, the Mid Argyll Show. And the MS Fun Day in Lochgilphead

 

A discussion ensued around the form that this proposed event should take with suggestions ranging from a single event in the Big Hangar at the old Macrihanish Air Base to smaller presentations given to e.g. “Lunch Clubs”. perhaps located in Campbeltown, Tarbert, Lochgilphead and Islay.  It was also suggested that Food Hygiene could usefully be incorporated for this demographic.

 

Area Governance officer was instructed  to Liaise with Cllr Horn re writing to the Community Councils to ascertain what their preference would be regarding topics and perhaps format, and to give an update to the next meeting

 

5)       Young Drivers

It was noted that there are some promotional resources left over from the Young Drivers Initiative, and that the new SFR Area Commander is to decide whether these can be released and used for other projects Verina hoped to be able to update the group at the next meeting

 

6)       Safety/Core Path  Signage

The Area Governance officer advised that he understood that there had been no change to budgets and that officers continue to work to provide as much appropriate signage as possible within the limited budgets available Robert Westerman indicated that signs for Kayak launching etc. had not been fully progressed since it was found that timescales were too tight for it to be done properly this summer.  Robert and Peter Howland had agreed to design the signage in time for next season, which allows time for the development of a QR code with all necessary details on it

 

7)       Community Safety Strategy

The Area Governance officer was asked to circulate the current draft Community Safety strategy to the group so that the Work of the Forum and its Action plan can be appropriately updated

Community Safety/Problem Solving Grants - Budget available

The budget remains at £1872.00

Minutes:

 

There had been no applications submitted  during this period and the budget balance still amounts to £1872.00.since there has been no draw down for the signage previously agreed.

 

 

 

8.

Violent Crime, Disorder and Anti Social Behaviour

Minutes:

 

Chief Inspector Pettigrew advised that violent crime. Disorder and Antisocial behaviour were all down from previous years, No serious assaults in this reporting period.  Ch. Insp.  Pettigrew indicated that he had introduced a re-emphasis on Police officers actually “Walking the Beat” rather than being primarily vehicle based and that he believed that this would be a factor  in maintaining low occurrences of such crimes.

The Forum Notes that AVA had been successful in its lottery bid for the Survive and Thrive project which will now be run as course in the Area.

Ch. Insp. Pettigrew advised that his officers were being encouraged to visit groups of all types but specifically youth groups informally so as to build up relationships beyond the police enforcement role.

Road Safety

Minutes:

 

Police active in this arena and it seems from recent statistics that road safety may be a message which is getting though using a combinations of enforcement and education. 

 

Verina suggested that the Road Traffic Collision Scenario might act as a useful long-lived lesson and that it might be feasible to bring this back to Campbeltown/MAKI.

Strathclyde Fire and Rescue Service

Minutes:

 

Verina Litster reported that SFR currently has two temporary members of staff who have been tasked with improving Home Safety in the Area.  In Campbeltown there has been some success already using leafleting as a method of contact , with one lady suffering from dementia who was not previously known to services being recognised and assisted 

 

Worryingly, a number of Telecare systems have been found by these staff to be faulty, this has been reported upwards.

 

Verina reported that the Oban partners’ day held at the beginning of the Summer was successful and that the project to deliver fire safety packs to all Nurseries was ongoing.

Water Safety

Minutes:

 

Johnny Durnan reported that the Coastguard in Kintyre had completed their scheme of Water Rescue Training which means that they can now perform rescues at greater depths and at the full length of the Safety Lines currently in use.

 

It was also Noted that Loch Awe watch have now sold over 200 Life jackets, largely via their website.
