ROLE OF THEMATIC GROUPS AND TERMS OF REFERENCE PDF 135 KB Presentation by Community Planning Manager and Report by Area Corporate Services Managers Additional documents: Minutes: Lynn Smillie gave an overview of the role of the Thematic Groups and their Terms of Reference with particular reference to the Social Affairs Thematic Group and how the CPP Structure links into it. Decision 1. Noted the report detailing the role of the Thematic Groups and their Terms of Reference; 2. Agreed that there should be consistency in terms of representation at the Thematic Group meetings from the core Partners and that there will be the opportunity to invite representatives from other Partners and from within the existing core Partners to future meetings if they have specialist expertise regarding particular issues; 3. Agreed that under Community Engagement, “Engagement Informs” should be amended to read “Engagement Informs and Changes”; 4. Noted that Lynn Smillie would clarify the accuracy of the National Outcomes identified as linking to the Social Affairs Theme as detailed within the Development of Thematic Community Planning Groups paper; and 5. MEMBERSHIP OF GROUPS PDF 54 KB Report by Area Corporate Services Manager Minutes: Within the development of the Thematic Community Planning Groups the Argyll and Bute Community Planning Partnership were required to confirm core Partners to participate in the newly established Thematic CPP Groups. A report advising on the core Partners for the Social Affairs Thematic CPP Group was considered. Decision 1. Noted and agreed that the core Partners for the Social Affairs Thematic CPP Group would be as follows:- CPP Lead: Douglas Hendry, Argyll and Bute Council Members of Argyll and Bute Council’s Social Affairs Policy and Performance Group Strathclyde Police: Chief Inspector Marlene Baillie Strathclyde Fire and Rescue: Paul Connelly NHS Highland (Argyll and Bute CHP): Derek Leslie Third Sector: Glenn Heritage Registered Social Landlords: 1 rep to be identified Association of Community Councils: David Price 2. Agreed that there would be flexibility to involve representatives from other Partners and other representatives from within the core Partners as and when required. DEVELOPMENT OF COMMUNITY PLAN THEMATIC PAPER PDF 124 KB Report by Social Affairs Thematic Lead Minutes: A report prepared by the CPP Thematic Leader setting out some possible issues which the Thematic Group may wish to pick up as part of their overall work programme was considered. Decision 1. Noted the terms of the Thematic Paper; and 2. Agreed that each core Partner representative should discuss the Thematic Paper further with their organisations with a view to identifying issues which are important to them within the framework of the Single Outcome Agreement relating to Social Affairs areas and are currently being measured in a meaningful way and can fit into the CPP scorecard framework; 3. Agreed that Partners should forward to Lynn Smillie by Friday 16 October 2009 their identified issues and outcomes (email: lynn.smillie@argyll-bute.gov.uk); 4. Agreed to meet again on Monday 26 October 2009 to finalise the Social Affairs element of the Community Plan prior to considering the Community Plan priorities at meeting on 9 November 2009. INTEGRATION OF EXISTING STRATEGIC PARTNERSHIPS Report by Community Planning Manager (to follow) Minutes: It was agreed to request Eileen Wilson, Community Planning Manager to provide the Thematic CPP Group with a list of the existing Strategic Partnerships which relate to the Thematic Social Affairs CPP Group to allow discussion of this item to take place at the next meeting. |

Report by Community Planning Manager Minutes: Consideration was given to a report outlining arrangements for the Community Planning Conference being held in Autumn 2009. Decision 1. Noted that the Social Affairs Thematic CPP Group was invited to attend this 2 day conference with the opportunity to participate in workshops during the 2nd day to specifically discuss the development of and/or work of the Thematic CPP Group; and 2. Agreed that clarification should be sought on the finalised date for this conference and, if suitable to Partners, agreed to have discussion in the workshop timeslot on the 2nd day instead of on 26 October 2009 as detailed in item 4 above.
