Partnership Updates

5a

Police Scotland

Minutes:

The group heard an update by Chief Inspector Marlene Baillie in regards proposed structural changes within Police Scotland and the potential impact of front office closures on local communities. She detailed the immediate changes on Islay.

Charles Reppke, the Head of Governance and Law confirmed that discussions were ongoing with the Customer Services Manager to ensure that there would be adequate resources in place for ongoing service delivery on Islay.

Councillor Currie voiced his concerns in regards pressure being placed on existing staff to encompass these extra responsibilities.  Mr Reppke replied this issue was still being scoped out and he would ask the Customer Services Manager to provide detail on the final service provision  agreed  to Ward 2 Members when completed.

Chief Inspector Baillie reiterated the need to ensure that a balance was in place to address service delivery with existing resources.  Councillor Horn enquired on how lost property would be addressed and Chief Inspector Baillie advised that this detail was being given consideration.

Chief Inspector Baillie continued that Chief Superintendent Barry McEwan was keen to streamline existing command structures and it was envisaged that the existing model in West Dunbartonshire would be replicated in Argyll and Bute.  If this was implemented, then it would result in a merger between Oban, Lorn and the Isles and MAKI Area,command structures.  This would mean a command structure resulting in 1 Area Commander and 2 local Area Inspectors.  However, these were still proposals and there was still opportunity for feedback and further review.  She encouraged partners to make  comment on the proposed model and to ensure that comments were received by January 2014.

The group gave further consideration to potential difficulties that local police officers could encounter travelling between the geographical distant locations within their allotted area.  This could impact onto both  statistics and  local community issues.

 

Decision

 

The group agreed that there remained  considerable concerns in respect of  the new proposals and agreed that individual organisations should write to Chief Superintendent Barry McEwan detailing these.

 

5b

Scotland Fire and Rescue update

Minutes:

The group heard an update from Andy McClure, Scotland Fire and Rescue. He reported that Bonfire Night had been without incident across the areas. He felt this was due in part to local organised events.

He advised that there were still recruitment issues in Tarbert.  However 2 retained fire fighters were helping out in the interim period. The Winter Campaign had commenced and Scotland Fire and Rescue were publicising the need to check electric blankets, etc. In addition, the forthcoming Christmas Campaign would try and alert the public to the danger of unattended candles, etc.

Councillor MacAlpine raised the issue of lack of local representation on the new National Fire Board.  Mr Reppke advised that he did not know if any local person had been appointed to the board, the new national arrangements had been put in place by the Scottish Government including the governance arrangements  .

Christina West, Locality Manager MAKI  had intimated her apologies and had been unable to field an NHS representative in her place.  However, she had forwarded an update which was tabled at the meeting and to which, Charles Reppke Head of Governance and Law spoke.

 

1.      Background and Summary

 

This paper updates on issues previously reported at MAKI LACPiG meetings and highlights recent locality developments/issues.

 

2.      Report

Reshaping Care for Older People

Reshaping Care for Older people is the national policy launched in 2011 by the Scottish Government to address the demographic changes that health and social care services need to respond to in the coming years. Below is an update on locality specific areas of work which are currently in progress. These have been identified by local groups as priority areas for development.

Islay and Jura

 

  • Looking at ways to permit social work and health staff to drive vans to transport necessary equipment such as hoists out of hours when alternative would be admission to hospital
  • Physiotherapy has been meeting with the social work team weekly and has now been joined by Community Nurse Team Lead to discuss cases.   As well as being positive for the patient, it allows everyone to get to know each other and improves team relationships
  • Although Carefirst has not been installed in the hospital, a social work presence in the hospital will be implemented half day per week from w/c 28.10.13
  • Potential for Personal Outcome Plan assessment tool to be used as a referral tool by nursing staff being explored
  • A leaflet was produced detailing summer activities for children. The idea could be extended for older people’s activities. A regular interest column in the Ileach for older people has been proposed.
  • The structure of the group is changing.   Plan to rotate chair in Islay & Jura.
  • The sub group drafted a bid for increasing access to activities for older people.  The role of the coordinator employed by Dochas will be extended to co-ordinate transport, events, socialising etc. for older people on Islay

 

 

Kintyre

 

  • Personal Outcome Plans are being undertaken by both health & social work staff
  • Regular Emergency Admission meetings taking place to review whether or not an admission to hospital was necessary or could have been avoided if specific services were available
  • Anticipatory Care Plans are being generated often informed by emergency admission meeting
  • Falls & reablement training underway and open to all partners. Post holder in post for 12 months to progress across MAKI locality
  • Community team has worked a pilot of extended hours. Plans underway to make this more robust and permanent.
  • A partnership bid has been submitted for grant funding of £75k to create a dementia friendly community ( health, Social Work & 3rd Sector)
  • Tele care alarms now established as part of care packages
  • Co-location of adult care and community nursing is advancing. Council at present evaluating accommodation available.
  • Work planned to look at day care in a community setting, improved transport and one stop carers support .

 

Mid Argyll

  • Winter is Here Event - information, advice, goodie bags, cafe, partnership across agencies to take place Friday 6th December in Lochgilphead community centre.
  • Great outputs from RCOP Locality Day, fantastic attendance and engagement- being pulled into a new action plan with identification of key priorities for the group being agreed
  • Attendance at RCOP Leadership events by members of group.
  • Rolling our reablement and fall prevention training across the area.
  • Extended working hours from 08.30-20.30 hrs by the extended community care team to commence 2nd December.

Additional Information

Kintyre

·         Mr Duncan has moved into the Campbeltown dental access centre and is now fully operational in these new facilities.

·         A new GP has been recruited for Kintyre Medical Group (Muasdale, Southend and Gigha) to commence Monday 6th January 2014.

 

 

Islay & Jura

 

·         The work of the Islay Review Steering Group concluded at the end of November following receipt and endorsement of Professor Peterkin’s final report and recommendations. Establishment of an Islay Implementation Group and a draft action was agreed at Steering Group meeting on 29th November. The recommendations of the Steering Group will now be tabled at CHP Committee in December 2013, in order for implementation to commence January 2014.

 

 

Mid Argyll

 

·         The refurbishment programme to provide a day treatment unit and relatives room within MACHICC have been completed and an official opening is due to take place on 9th December attended by Michael Matheson, Cabinet Secretary for Public Health and Mike Russell, local MSP. Working in partnership with MacMillan Cancer this refurbishment will enhance the environment for patients by providing a dedicated treatment and relaxation space for three patients. A relative’s area has also been developed within the hospital, providing an area of privacy and relaxation for families to stay when relatives are receiving end of life care in the hospital.        

·         The Inveraray/Furnace GP vacancy will be advertised in the next few weeks.

Argyll Voluntary Action

Minutes:

Maryanne Stewart advised the group that this would be her last meeting as she was retiring and introduced her replacement – Margaret Wallace. 

She updated the group of a forthcoming Referendum Debate which would be held in Tarbert on 28 February, 2014.

 

The Chair commended all the hard work that Maryanne Stewart had undertaken and wished her well for the future.

Update on Consultation Events

Verbal Update by Community Learning and Development Officer

Minutes:

The MAKI Community Development Officer advised that the Consultation events were currently ‘on hold’.  The MAKI Steering Group were still to agree dates for any future event.  He advised of forthcoming workshops which would be held:-

 

Bowmore, Islay           -           27 January, 2014

Campbeltown              -           14 February, 2014

Tarbert                                    -           18 February, 2014

 

Councillor Currie questioned how local communities would be able to participate in the evening event.  The Community Development Officer advised that there would be a VC facility in Tarbert and also a questionnaire would be available on the Argyll and Bute Website.

SOA Progress Report

There were no issues raised by Community Councils.

Councillor McAlpine questioned if the Website could be utilised to advertise forthcoming Community Council meeting dates.  The Head of Governance and Law replied that no third parties could use the Website.  However, he noted Councillor McAlpine’s comment and would keep them under  review.

Report by Service Manager

Minutes:

The group heard a presentation by the Red Cross Service Manager.

Discussion followed in regards the financial constraints facing the organisation and the need to sustain the service.

 

Decision

 

The group agreed:

 

1.         That they recognised with concern the challenges facing the Red Cross

organisation and recommended that both the NHS and the Red Cross should

liaise to give this issue further consideration.

 

2.         To continue this for consideration at the special MAKI Area Committee meeting on 13 December, 2013 in Campbeltown.
