The Chair, Councillor Kieron Green, welcomed everyone to the meeting.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

 

Before proceeding further, Councillor Green invited Mr Jackson to give an update on the history of this application and provide advice on how the LRB should proceed with this case.

 

Mr Jackson advised that this case first came before the LRB on 19 February 2020 and following a further 2 meetings the Members of that LRB agreed on 16 September 2020 that this case should be continued until Local Development Plan 2 was finalised.

 

He explained that Argyll and Bute Development Plan 2 (LDP 2) was adopted on 28 February 2024 and that it replaced the Argyll and Bute Local Development Plan 2015 and its associated Supplementary Guidance (March 2016) and Supplementary Guidance 2 (December 2016).

 

Due to changes in the membership of the Regulatory Cohort since this application was first considered by the earlier LRB it has been necessary to convene a meeting of the LRB consisting of a new Panel of Members.

 

He advised the Members on that basis, they should request that Planning Officers review the application against the policies contained within LDP 2, NPF4 and any other relevant policies before proceeding further and allow them an extension of the usual timeline of 14 days to provide the information.

 

Taking account of the advice provided, Councillor Green sought and received confirmation from Members that they would be happy to progress the application on that basis and extend the time from 14 days to 28 days for submission of this information by Planning Officers and to also extend the time from 14 days to 28 days for all interested parties to submit comments if they wish. 

 

Decision

 

The Argyll and Bute LRB agreed:-

 

1.     to request Planning Officers to provide an assessment of this proposed development against the policies of LDP 2, NPF 4 and any other relevant planning policies;

 

2.     to extend the timeframe for submitting the information from 14 days to 28 days; and

 

3.     to extend the timeframe for interested parties to comment from 14 days to 28 days.
