The Chair, Councillor Blair, welcomed everyone to the meeting.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review.

 

Councillor Brown advised that she felt she didn’t have sufficient information before her to come to a decision.  She said that it was difficult to picture the backland development referred to by planning specifically as planning permission had been granted for plot 1.

 

Councillor Hardie agreed with Councillor Brown and said that on reflection some of the arguments made by planning were watertight but advised that he wanted to see how the proposed development was contrary to the row of established representative properties.

 

Councillor Blair said he would also like a site visit. He asked if planning could be invited to answer questions.

 

Mr Jackson advised that planning could be invited to the site visit to answer questions. He suggested if members were minded to ask for further information that they ask for model conditions and reasons. He made members aware that if they asked for further information the second calling wouldn’t be able to take place before recess as there was a need to allow for a 28 day period for further information. He suggested that Members hold the site visit and then determine if they required any further written submissions.

 

Discussion took place around the possibility of holding a site visit and 2nd calling on 28 June 2024.

 

Decision

 

The Argyll and Bute Local Review Body agreed -

 

1.     to hold an accompanied site visit on Friday 28 June 2024 to determine if the proposal could be considered as backland development in relation to the existing settlement pattern; and to request that the Planning Authority be invited to attend to answer any questions the Panel may have;

 

2.     to hold the second calling of the Local Review Body on Friday 28 June 2024 following the site visit.
