What information do we need?
Argyll and Bute Council will act as the ‘Data Controller’ for the personal data you provide to us. The Data Protection Officer, who is responsible for ensuring personal data is managed in accordance with data protection legislation, can be contacted as follows:

The information we collect from you is:
If you register on Argyll and Bute Voices as an individual, we will collect:
- Your username
- Your email address
If you register on Argyll and Bute Voices as an organisation, we will collect:
- The name of your organisation
- The name of the person your organisation has assigned as the ‘person responsible’
- The email address for your organisation
- Contact phone number of ‘person responsible’
If you register on Argyll and Bute Voices via SAML (MyAccount) or Oauth (Facebook and Google)
- CONSUL also supports registration using external providers through the use of SAML (MyAccount) and Oauth (Facebook and Google). OAuth is a widely used authentication and authorization framework that enables individuals to grant limited access to their Google and Facebook accounts to third-party applications or services. It allows users to sign in to CONSUL using their Google and Facebook credentials without having to share their passwords reducing the need for them to create and manage additional login credentials.
Why we need this information?
Your information is being collected for the following purpose(s):-
- To enable individuals and/ or organisations to register on the Argyll and Bute Voices site, enabling them to take part in citizen participation exercises on Argyll and Bute Voices.
- To contact individuals and/ or organisations who have taken part in citizen participation with appropriate support and information tailored to the specific citizen participation exercises.
- To contact individuals and/ or organisations who have requested help when taking part in a citizen participation exercise on Argyll and Bute Voices.
- To enable Council Officers to reset individuals and/ or organisation's accounts on Argyll and Bute Voices.
- To enable registered users to contact each other using the built-in private messaging function on Argyll and Bute Voices.
We need to know this personal data to be able to register and contact individuals and/ or organisations who have registered on Argyll and Bute Voices.
If you do not provide this information, then individuals and/ or organisations will not be able to create an account on Argyll and Bute Voices. We will not collect any personal data that isn’t needed for the purpose of registering and/ or contacting individuals/ organisations registered on Argyll and Bute Voices.
The lawful basis for collecting your information in these circumstances is / are*:-
- Article 6(1)(a) - Consent
- Article 6(1)(e) - processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller;
What we will do with your information?
In order to provide this service to you, we will share your information with the service / agencies listed below for the purposes specified.
- Your information will be used to provide you/ your organisation with support and information relevant to citizen participation exercises on Argyll and Bute voices and may be shared between Council services or with other agencies as necessary.
- COSLA for the purpose of supporting Argyll and Bute Council to implement and use the Consul Democracy software (also known as Argyll and Bute Voices) for citizen participation exercises.
All of the information we collect from you will be processed by staff in the United Kingdom. Your data will be stored on servers located in within the United Kingdom, the data will not be processed outside the European Union. We will take all reasonable steps to ensure that your data is kept securely and more information on how we do this can be requested from the Data Protection Officer.
How long will we keep your information?
We will usually keep your information for a minimum of 1 year after a decision has been made to no longer use Argyll and Bute Voices as a tool for citizen participation and engagement. After this period it will be destroyed under secure arrangements if it is no longer required for the lawful purposes for which it was obtained. More information on our retention policy and procedure can be obtained from the Data Protection Officer if required.
What other purposes would we like to use your information for?
We will use personal information to:
- To distribute evaluation surveys to assess the Argyll and Bute Voices platform for citizen participation exercises.
- To issue any additional council communications that may be relevant for individuals and/ or organisations who have registered on Argyll and Bute Voices.

When you provide information to the Council, you will have the following rights:
- to withdraw consent at any time, where the lawful basis specified above is consent
- to lodge a complaint with the Information Commissioner’s Office – see below for details
- to request access to your personal data – please contact the Data Protection Officer if you wish to submit a request.
- to data portability, where the Legal basis specified above is i) consent or ii) performance of a contract
- to request rectification or erasure of your personal data, as far as the legislation permits – please contact the Data Protection Officer and provide details of what data you wish to be rectified or erased.
