Updates on the Helensburgh Waterfront Development

The Helensburgh Waterfront Development project is all about creating a vibrant and attractive waterfront for the town. We will post updates here on the progress of the project.

Update - August 2024

Argyll and Bute Council has agreed a preferred bidder to deliver the final stage of the multi-million pound Helensburgh Waterfront development.

A proposal by Forrest Development Ltd was agreed by councillors at the Policy and Resources Committee, as offering deliverable, long-term benefits for Helensburgh. 

The proposal allows for single-story commercial units, one large enough for a supermarket, and additional smaller units; an area for a skate park*, and space for additional car parking.

Over the past 10 years, the council has invested over £20m in the Waterfront’s new leisure centre and swimming pool, car park, sea defences and public realm. The last part of that regeneration is the completion of the West Clyde Street section as an area for commercial opportunity. This will complement the town centre regeneration already delivered, and underpin the financial investment already made in the Waterfront.

The council followed a thorough assessment process to identify the right developer and proposal. As well as using an appraisal process agreed by the local Helensburgh and Lomond Area Committee, the council brought in additional scrutiny of the final two bids, with external assessment by expert consultants. Both assessments reached the same recommendation, which was considered and agreed by councillors today.

Councillor Ross Moreland, Policy Lead for Finance and Commercial Services, said:

“It is really positive that we attracted such a high level of interest in this important site in what are very challenging economic and commercial circumstances. It shows a lot about the strength and attraction of Helensburgh. The regeneration of the Waterfront is about supporting day-to-day life and longer term economic success for Helensburgh. Today’s decision is another step forward in building on the successful transformation the Waterfront area has already seen. It’s about making good things happen for Helensburgh.”

As investment projects of this scale often attract differing views on what is needed, public engagement was an important part of reaching this stage, from developing the local plans which agreed uses for this part of Helensburgh, to the masterplan for the Waterfront. While views were split on whether this section should be for commercial or community use, public feedback on a commercial development was in favour of single story construction of a standard consistent with the leisure centre development. 

The council will now develop negotiations with Forrest Developments Ltd with more detail being worked up prior to a planning application being submitted.  Further reports will go to the Policy and Resources Committee later in the year.

  • * As part of ensuring the best location for a skatepark, the Helensburgh and Lomond Area Committee (12 December 2023), agreed that officers should investigate further the option of developing a new skatepark at Kidston Park and also consider Hermitage Park as a secondary alternative. 
  • The council’s financial planning, to deliver and maintain the Leisure Centre and additional Waterfront improvements for Helensburgh, includes generating revenue from the sale of the West Clyde Street area for commercial use. Otherwise this would result in additional financial pressures adding to the wider budget deficit which would impact on other frontline services.

Update - March 2024

Following consideration by the Helensburgh and Lomond Area Committee on 12th March 2024, we have invited two preferred developers for the waterfront commercial space to come forward for interview to outline their proposals in more detail and discuss next steps. We anticipate these interviews to be completed around the end of April. In the meantime we would like to thank the unsuccessful bidders for taking the time and effort to develop their proposals which was much appreciated.

Update - February 2024

Creating employment, supporting the town centre and providing community leisure opportunities have been core to the redevelopment of Helensburgh’s waterfront..

The completed leisure and public realm development has already been credited with being a finalist of one of the best ‘Placemaking’ developments of 2023 in the UK Planning Awards and is also shortlisted for ‘’Development of the Year (Public Buildings) 2024’ in the Scottish Property Awards.   

The Council is now focussed and considering offers for the final phase of development adjoining East Clyde Street and five proposals have been submitted by a range of bidders.  The 5 proposals are from a mix of international, national and local bidders ranging in use from community infrastructure, hotel, restaurant and retail with a report due to go to the Helensburgh and Lomond Committee on 12th March 2024.  The next step after the Committee is to invite preferred bidder/s for interview to outline their proposals in more detail and discuss next steps. The proposals remain commercially confidential with an announcement expected after interviews take place.

Helensburgh Town Centre Report - Retail Study update January 2024

Update - July 2023

Thanks to everyone who came along to the community engagement sessions. We are now considering all feedback received along with the nine proposals from interested parties. 

The next stage will include a report going to the Helensburgh and Lomond Area Committee on 12 September to seek recommendation to proceed to the second stage of the process, seeking full financial offers.

Update - April 2023

Argyll and Bute Council have set a Closing Date of 12 Noon, Wednesday 3rd May, 2023 for receipt of initial submissions in relation to the development opportunity at Helensburgh Waterfront. All proposals should be submitted by email to Stephen.Robertson@avisonyoung.com and should include the following information as a minimum:

  • Name and identity of the interested party
  • Proposed use
  • Floor and elevation plans to a suitable scale of the scheme proposed together with a note of accommodation and areas.
  • Interested parties should demonstrate within their submission their proposed scheme meets with the relevant Argyll and Bute Council Planning policies and guidance.
  • Details of interested parties experience and track record of providing similar schemes elsewhere.
  • Confirmation the scheme proposed reflects the technical information provide to date by the Council
  • Funding -interested parties should provide full details of how their scheme will be financed. For example, this should include:  proof of source and quantum of equity finance; and ii. proof of, source and quantum of any external debt finance to be taken.
  • Interested parties should provide details of any proposed deal structure which would produce a revenue stream for the Council or whether their proposal is to proceed by way of outright purchase.
  • Purchasers should detail any conditions which may be attached to their offer

Following receipt of initial submissions, Argyll and Bute Council have committed to undertake a public engagement exercise to obtain views as to the various uses proposed by the tenderers. This will be conducted on an anonymised basis with only generic information provided by the tenderers shared. After this, the Council will select a short list of interested parties whose submissions best meet the Council`s aims and ambitions for the site. These parties will be issued with topographical, environmental and geotechnical information regarding the site. The shortlisted parties will then be invited to provide full and final tenders offers for consideration by the Council at a date to be specified. Please note the Council are not seeking financial offers at the initial submissions stage, focussing upon the uses proposed and other aspects of the proposals received, including quality, initially. The Council believes by following the above process the successful tenderer will be able to invest with confidence when applying for planning and other statutory consents.

What has been completed

Argyll and Bute Council, in the last 10 years, has invested heavily in the redevelopment of Helensburgh waterfront and the surrounding town. Working with key partners including the Ministry of Defence and SportScotland the waterfront is undergoing a major transformation to help provide community facilities, attract more people to the area, create employment opportunities and further investment for the town.

Improvements include:

  • A state of the art swimming pool and leisure facility
  • A large new public car park – free for 2 hours to encourage visits to town centre
  • Investment to Hermitage Park, the new Pavilion and events space.
  • Colquhoun Square Public Realm and community / events space.
  • Hermitage Academy new school
  • Helensburgh CARS Shop Front Improvement Scheme
  • Flood Improvement Schemes
  • Helensburgh Civic Centre including the public café & events space.

Next steps

The former swimming pool building has recently been demolished. The site clearance works will complete in spring 2023. This is to make space for the next exciting phase of development and commercial opportunities as outlined in the Argyll and Bute Local Development Plan to further support the vibrancy of the town centre.  There are no firm proposals in terms of form or function at this stage but the policy guidance is supportive of a mix of appropriately scaled retail, public space, leisure and other commercial activity. 

Skatepark

As part of the planning consent for the new leisure centre a condition was agreed that the skatepark which was situated on the site should be reinstated as part of the redevelopment. Accordingly discussions have been ongoing with the skatepark group to reinstate the skatepark initially with the existing equipment. This will be completed in Spring / Summer 2023.  Thereafter as the design for development of the wider site is established options for the longer term skatepark will be developed with the aim of seeking funding for new equipment to deliver a high quality facility. 

Inviting Expressions of Interest

The council has now commenced marketing the site and proposals are invited from all interested parties to develop plans to complement existing investment in the town and further provide employment opportunities. This will allow tangible propositions and opportunities to be developed in the context of today’s social and economic climate where certain sectors and social habits are ever changing.  As stated in the marketing particulars, the Council are casting the net wide with all potential end users encouraged to engage.  There is no requirement to build a building on the site however a desk based illustrative example has been included within the brochure for support of those who may wish to develop for any purpose or spark interest.  Any building would be subject to public consultation and obtaining planning consents.  The marketing will be open to all commercial proposals to allow any interested parties to submit their plans and will be marketed by Avison Young surveyors.

We are delighted to confirm that we have now issued the Certificate of Practical Completion for Phase 1 of Helensburgh Waterfront Development and the new Helensburgh Leisure Centre was handed over by Heron Bros Friday 29th July 2022.

I would like to take this opportunity to thank everyone involved for all their hard work in helping us to achieve this significant milestone. It has been a long and difficult journey, with the back drop of a global pandemic as well as many other issues to overcome. Helensburgh Masonry Pier Resurfacing and Lighting Improvement Works

Helensburgh Masonry Pier will receive a £345,000 makeover to help improve the appearance and add to the overall improvements works at the waterfront.

The works, funded by Crown Estates and the Scottish Government’s Place Based Investment Programme include resurfacing the masonry section of the pier and replacing lighting. Work is due to start on 11 July, 2022 with the pier closed to the public for six to eight weeks.  Pedestrian access to the Public Toilets will maintained during these works.

Heron Bros Ltd will deliver the works in keeping with landscaping already carried out as part of the waterfront development. Once complete the surface will match the quality and finishes of the waterfront development project, and enhance views looking out from the swimming pool and gym.

In May 2022, the council granted listed building consent for works to the pier, with additional funding for the improvement works approved in June.

The works are taking place during the summer, as relatively dry weather is required for the type of materials used for resurfacing. As funding is only available for a set time, there is a small window of opportunity to complete the improvements.

Completion of the pier resurfacing will coincide with the opening of the new leisure centre and swimming pool as part of the wider waterfront development.

West Clyde Street footpath/cycle lane works

Heron Bros will began preparation work to the pedestrian footpath on West Clyde street on Tuesday the 28th of June. The footpath closed on the 28th of June  and will remain closed through to the September. Considerate Constructors Scheme (CCS)

Well done to the Heron Bros Site Team for once again achieving a rating of ‘Excellent’ (41 out of 45) in a recent audit conducted by the Considerate Constructors Scheme (CCS), a not-for-profit, independent organisation founded to raise standards in the construction industry. Temporary Traffic Lights

Dynniq UK Ltd our specialist traffic light sub-contractors, returned to site Thursday 28th April and have completed reinstatement of temporary removed traffic lights. This has allowed the temporary traffic lights to be removed, however a small section of footpath and crossing will remain closed with diversions in place until footpath resurfacing works have been completed in the coming weeks

Electrical Enabling Works

The final electrical connection works by Scottish Power, have been completed and permanent power connection has been made to the new Leisure Building, allowing temporary power and heating removed.

The 4 way traffic light system set up whilst additional road crossings were undertaken for Energetics and SP electrical connection works, will remain in place, whilst the temporary removed Traffic lights are reinstated by specialist sub-contractors (Dynniq UK Ltd). Dynniq are currently programmed to return to site Tuesday 26th April, and would hope to have all temporary traffic management removed by Friday 29th April, 2022.

Vehicle and Pedestrian access to the pier, public toilets, swimming pool and car park will be maintained during these works.

Electrical Enabling Works  

The 4 way traffic light system set up whilst additional road crossings are undertaken for Energetics and SP electrical connection works, will unfortunately be extended to a 6 way traffic light system for approx. 1 week from today (4th April, 2022). This is to accommodate repairs to a manhole cover on the junction of West Clyde Street/Colquhoun Street, by Scottish Water. Once these works by Scottish Water are completed, we will be returning back to the 4 way traffic system, which will remain in place to late April. 

The final electrical connection by Scottish Power, is currently programmed for w/c 11th April, 2022.

Live Argyll

LiveArgyll are very much looking forward to operating the new flagship Helensburgh Leisure Centre on behalf of Argyll and Bute Council. Current support to the council and business planning includes:

  • procurement process of FF&E including equipment for the new gym and studios
  • brand placement and signage
  • preparing the project plan for the move from the current site to the new leisure centre including areas such as training, marketing, health and safety, operational policies and procedures and IT.

It’s been a busy week for Heron Bros both on site and off.

  • Heron Bros Project Engineer Jamie Lyons switched on the Helensburgh Christmas Lights.

John Muir Way Art Study

The results from the recent survey are:.

16 responses were received, presenting a range of views on the two location options and on the creative ideas in the report. Comments were made both for and against relocating the John Muir Way start/end point roundel to the new civic space being created at the corner of Sinclair Street and West Clyde Street, and on enhancing this with additional artwork at a range of scales. Comments were also made for and against remaining at the current location on the grassy esplanade. On balance, there was no clear consensus to support relocating the John Muir Way terminus to the new civic space. 

The Green Action Trust, have  made the decision, that for the time being, the John Muir Way will remain in its current location. No additional artwork will be added here due to the risk/limitations presented by the underlying attenuation tanks. The clearest consensus was in suggestions that the end of the pier would be the optimal location for the John Muir Way, if this was restored at some point in the future.

John Muir Way Art Study

In early 2021, the Green Action Trust secured funding from Scotland Loves Local to commission art organisation WAVEparticle to consult with the community in Helensburgh in developing a brief for a new/enhanced artwork to mark the start/end of the John Muir Way. A series of online consultation workshops took place in April and May 2021.

Plans to relocate the existing John Muir Way ‘footprints’ artwork, as part of the Helensburgh Waterfront Development project, had been developed in response to feedback from visitors that the current route terminus was difficult to find. The opportunity to relocate the terminus and existing artwork, to become the centrepiece of the new civic space being created at the corner of Sinclair Street and West Clyde Street, was welcomed by the Green Action Trust to provide greater visibility and profile for the route within the town.

The John Muir Way Artwork Study set out to explore how the existing artwork, once relocated, could be enhanced to offer even greater visibility and relevance. The cost for relocating the existing artwork (but not enhancing) is included in the Waterfront Development project.

The final report documents the process followed, ideas captured, alternative locations explored and recommendations going forward.

Site Access Road Works (Junction to Tower Place Residents Car Park access)
Heron Bros have commenced kerbing and Resurfacing works 7th September to the Helensburgh Waterfront Development Access Road (Sinclair Street) between the traffic junction and Site Entrance/Tower Place Residents Carpark. These works were originally programmed in Phase 2 (September 2022) once the New Leisure Centre, Car Park and Public Realm  (Phase 1) works were completed and opened in August 2022. However as Granite Kerbs and Granite Pavers purchased several years ago by the Council from the CHORD Contractor are being utilised as much as possible within the Public Realm areas of the project. This opened up the opportunity to bring forward these works by 12 months, undertaking the works now would be less intrusive and disruptive to the Town, than the later original programmed date when the Leisure Centre and Phase 1 are fully open to the public. 

  1. 20/09/21 Road Planer and Tarmac squad arrives. We will need to keep access to site and Tower Place Residents Car Park through the course of these works so will need to manage the traffic to allow the works to be undertaken.
  2. 22/09/21 Lay  tarmac base course of tar to the road outside site. Access will be disrupted but we will do our utmost to maintain access throughout.
  3. 23/09/21 Lay tarmac binder course to roads, same disruption as above.
  4. 24/09/21 complete base and binder. Tarmac top course will be completed at a later date, but we will ensure any difference in levels will be ramped well upon completion until top course is ready to be complete.

On Tuesday 31st August, 2021 we celebrated the 1st Anniversary of Heron Bros Ltd starting on-site. With ongoing Covid restrictions, it has taken a huge team effort from the Council, Heron Bros Ltd and our Internal and External design consultants to get us to this important milestone.

It is remarkable to think of the progress to date considering the back office staff behind the Waterfront Development are working remotely to deliver the project.

Considerate Constructors Scheme (CCS)
The project has once again achieved a rating of excellent in a recent audit conducted by the Considerate Constructors Scheme (CCS), a not-for-profit, independent organisation founded to raise standards in the construction industry. Construction sites, companies and suppliers voluntarily register with the scheme and agree to abide by the code of considerate practice, designed to encourage best practice beyond statutory requirements. https://www.ccscheme.org.uk/

Heron Bros where commended in this recent CCS audit for extensive COVID-19 protection measures with the introduction of biometric scanner that all employees use for clocking in and out every day. The scanner uses retina recognition and also scans temperature giving a green light to proceed or a red light to leave site. It is linked back to an online system allowing us to monitor or review when necessary.

Mains Gas Supply
Scottish Gas Networks (SGN) commenced laying a new gas main connection to supply the new leisure building Monday 9th August 2021. This mains gas connection will commence at the entrance to the pier run part way down the left hand side of the pier before entering the Heron Bros site at the new public realm ramp behind the site hoardings. Pedestrian access to the Public Toilets and to the pier will maintained during these works which are programmed to last up to 3 weeks.

Scottish Water Mains Water Supply
Water main is now installed, tested, backfilled and reinstated with exception of the fire hydrant, adjacent to Public Toilets which will be completed shortly.

This mains gas connection will commence at the entrance to the pier run part way down the left hand side of the pier before entering the Heron Bros site at the new public realm ramp behind the site hoardings. Café
The newly created café area within the new Leisure Building will be run by the Council following its investment in catering and will be run in conjunction with the existing Helensburgh & Lomond Civic Centre Café’. The new café’ will offer customers the chance to relax and enjoy a coffee and food after their studio, gym or swimming session or when children are participating in activities, like swimming lessons without leaving the new Leisure Building.

Update - 4th June 2021 - temporary footpath closure

Heron Bros will be commencing electrical enabling works w/c 7th June, which will require the temporary closure of the footpath on the Southern Side of West Clyde Street between the junction of Sinclair Street and Colquhoun Street. Vehicle and Pedestrian access to the pier, public toilets swimming pool and car park will be maintained during these works.

Following Heron Bros electrical enabling works, the footpath will remain temporary closed to facilitate cable laying by Energetics and final electrical  connection by Scottish Power for a period of approximately 12+ weeks.

We are delighted to confirm that we have now issued the Certificate of Practical Completion for Phase 1 of Helensburgh Waterfront Development and the new Helensburgh Leisure Centre was handed over by Heron Bros Friday 29th July 2022.
